The fourth seminar of the OSCE PA's Helsinki +40 Project was hosted by the Danish Parliament in co-operation with the Danish Institute for International Studies (DIIS) on 27 April in Copenhagen.

Held under the theme "The OSCE's Lack of Legal Status – Challenges in Crisis Situations," the event brought together diplomats, legal experts and leading OSCE parliamentarians.

Noting that the situation in Ukraine, and the problems faced by the Organization in trying to respond rapidly, had brought the longstanding problem to the fore, participants said the question of granting a legally binding character to the OSCE must be tackled once and for all.

The participants discussed how the OSCE could better fulfill its mandate with a clear, international legal status, reviewed previous attempts to resolve the problem, and discussed the options currently being considered.
